Transfer Users and Usersettings, Tomcat

I have a Tomcat installtaion and I am wondering how to keep users and user-settings after setting up a new installatation, both version 6.1.
Is it possible at all?
I tried these steps separate. Each step did not work.
1. Keeping the madsonic-folder on c:\madsonic
2. Keeping only the madsonic.script-file
3. Inserting the lines wioth the user-settings to the new created madsonic.script-file
Madsonic only starts with nothing in the db-folder.
